SCADA Technician

General Purpose

Under general supervision, performs skilled technical work involving the installation, configuration, maintenance, troubleshooting, repair, and optimization of SCADA systems, industrial control systems, instrumentation, telemetry equipment, programmable logic controllers (PLCs), and communications networks used in the operation of water and wastewater facilities. Ensures the reliable collection, transmission, and reporting of operational data and supports the continuous operation of critical utility infrastructure.

Essential Duties and Responsibilities



The following essential duties and responsibilities are required at all Pay Grade levels:



  • Maintains and troubleshoots SCADA hardware and software systems utilized throughout the utility.

  • Installs, programs, configures, and maintains PLCs, remote terminal units (RTUs), human-machine interfaces (HMIs), and related control devices.

  • Diagnoses and repairs communication failures involving radio, fiber optic, Ethernet, cellular, and other telemetry systems.

  • Performs preventive maintenance and calibration of instrumentation, including flow meters, level transmitters, pressure transmitters, analyzers, and related process control equipment.

  • Monitors SCADA system performance and responds to alarms, communication failures, and operational issues.

  • Assists with the design, implementation, testing, and commissioning of new SCADA and control system projects.

  • Maintains system documentation, network diagrams, control narratives, and equipment records.

  • Coordinates with operations, maintenance, engineering, and information technology personnel to support utility operations.

  • Configures and maintains historical databases, reporting systems, and data collection processes.

  • Assists in maintaining cybersecurity standards and access controls for operational technology systems.

  • Conducts system backups, software updates, and disaster recovery procedures.

  • Provides technical support and training to operations and maintenance staff.

  • Participates in emergency response activities and may be required to respond after normal working hours.

  • Performs related duties as assigned.




The following essential duties and responsibilities are required at Pay Grade 10



  • Independently diagnoses and resolves SCADA, PLC, HMI, and communications system issues.

  • Develops and modifies PLC and HMI programming to improve system performance and reliability.

  • Configures and maintains telemetry systems including radio, fiber, cellular, and Ethernet communications.

  • Leads commissioning and startup activities for new equipment and facilities.

  • Coordinates maintenance activities with operations staff to minimize service interruptions.

  • Evaluates equipment performance and recommends repairs, upgrades, and replacements.

  • Assists with integration of new facilities into existing SCADA systems.

  • Maintains and updates control narratives, network diagrams, and technical documentation.

  • Provides technical guidance and training to operators and maintenance technicians.

  • Serves as project lead on SCADA and instrumentation projects.




The following essential duties and responsibilities are required at Pay Grade 11



  • Serves as the District's lead technical specialist for SCADA, industrial controls, telemetry, and operational technology systems.

  • Designs and implements SCADA system expansions, upgrades, and modernization projects.

  • Develops standards for PLC programming, HMI development, instrumentation, communications, and system documentation.

  • Leads troubleshooting efforts involving multi-system failures and critical infrastructure outages.

  • Administers SCADA servers, databases, historian systems, and associated applications.

  • Coordinates cybersecurity initiatives for operational technology systems in conjunction with information technology, operations, and maintenance staff.

  • Evaluates emerging technologies and recommends capital improvements.

  • Develops long-range plans for SCADA infrastructure and system reliability.

  • Manages SCADA contractors, consultants, integrators, and vendors.

  • Reviews engineering plans and specifications for SCADA-related projects.

  • Oversees system backups, disaster recovery planning, and business continuity procedures.

  • Serves as technical advisor to management on automation, instrumentation, and control system matters.

  • Provides formal mentoring and technical training to operators and maintenance technicians.




Required Knowledge, Skills and Abilities

  • Customer service skills

  • Skill in operation of hand tools and equipment.

  • Knowledge of equipment, facilities, materials, methods and procedures used in maintenance, water and wastewater treatment plants, wastewater collection, and water distribution system.

  • Mechanical Knowledge - pumps, valves, level indicator equipment, etc.

  • Electrical Knowledge - control panels, VFDs, Relays, motors, low voltage, etc.

  • SCADA systems and industrial automation principles.

  • PLC programming and troubleshooting.

  • Industrial communications protocols such as Modbus, Ethernet/IP, DNP3, OPC, and MQTT.

  • Water and wastewater treatment processes.

  • Electrical control systems and instrumentation.

  • Industrial networking concepts and communication systems.

  • Cybersecurity principles related to operational technology environments.

  • Occupational hazards and safety practices associated with electrical and instrumentation work.

  • Diagnosing complex control system problems.

  • Reading electrical schematics, control drawings, and technical manuals.

  • Configuring PLCs, HMIs, and communication equipment.

  • Using diagnostic and testing equipment.

  • Maintaining accurate records and technical documentation.

  • Analyze and resolve technical problems independently.

  • Communicate effectively with employees, contractors, vendors, and the public.

  • Manage multiple projects and priorities.

  • Work safely around electrical equipment and industrial processes.

  • Respond effectively during emergencies and system failures.

  • Ability to establish and maintain effective working relationships with employees, other departments and the public;

  • Ability to understand and carry out written and oral instructions




Desired Education and Experience



SCADA Technician I Pay Grade 9



  • High school diploma or GED supplemented by technical training and relevant experience; or

  • Three (3) years of progressively responsible experience in SCADA, instrumentation, industrial controls, or automation systems.

  • Grade D - Environmental License in Collection, Water, or Wastewater Treatment.




SCADA Technician II Pay Grade 10



  • Associate degree in Electronics Technology, Instrumentation Technology, Industrial Automation, Electrical Engineering Technology, Computer Systems Technology, or a closely related field; or

  • Five (5) years of progressively responsible experience in SCADA, instrumentation, industrial controls, or automation systems.

  • Grade C - Environmental License in Collection, Water, or Wastewater Treatment.




SCADA Technician III Pay Grade 11



  • Associate degree in Electronics Technology, Instrumentation Technology, Industrial Automation, Electrical Engineering Technology, Computer Systems Technology, or a closely related field; or

  • Seven (7) years of progressively responsible experience in SCADA, instrumentation, industrial controls, or automation systems.

  • Grade B - Environmental License in Collection, Water, or Wastewater Treatment.
