Operations Procurement and Inventory Specialist

Powdersville Water (PW) is searching for a qualified and motivated candidate to fill an open "Operations Procurement and Inventory Specialist Position". This position performs a variety of tasks including but not limited to coordinating timely, cost-effective, and compliant acquisition of goods and services essential to PW operations. Responsible for the procurement of construction materials, inventory, vehicles, small and large equipment, and non-core services for PW Operations and Facilities. Assists in managing the service contracts for preventative maintenance of these assets, as needed. Maintains minimum stock quantities of PW warehouse inventories to support daily pipeline and meter maintenance and construction activities performed by field employees. Negotiates and manages all service-related contracts associated with maintaining buildings and grounds for all PW facilities. Performs a variety of related purchasing and warehousing duties as assigned. Candidate must be a self-starter, able to work collaboratively and effectively with staff, vendors and customers at all levels. Candidate will need to be computer literate, mechanically inclined, and familiar with construction drawings and terminology.

Key responsibilities

  • Maintains a thorough knowledge of the PW Procurement Policy and any applicable state and federal laws and regulations.
  • Overseas purchasing and inventory control for all field operations including, but not limited to, pipe, pipe fittings, pipe repair materials, hydrants, valves, meters, setters, hand tools, safety equipment, pumps, generators, heavy rolling stock, vehicles, etc.
  • Maintains and improves knowledge of all areas of the company, while focusing on operations & maintenance, regulatory compliance, and construction & development.
  • Monitors minimum stock quantities, places orders, coordinates shipping and deliveries, confirms bills of lading before sign-off and works new supplies into inventory.
  • Manages the sale or disposal of all salvage equipment, replaced vehicles, and scrap materials in an ethical manner and in compliance with the PW Procurement Policy.
  • Performs physical inventory count on an annual basis or as requested by Finance staff.
  • Stays abreast of all specifications of parts and supplies as outlined in PW's Guidelines for Construction.
  • Ensures that the warehouse, equipment, and shop facilities meet all OSHA related standards.
  • Develops and coordinates a plan for vehicle and equipment maintenance, periodic vehicle tool inventory and safety checks.
  • Assists with O&M and CIP annual budget preparation.

Qualifications:

  • High School Diploma or G.E.D. equivalent, with 2-4 years of vocational training preferred.
  • Minimum of 5 years of purchasing and warehousing experience.
  • Excellent organizational skills, and keen attention to details.
  • Thorough knowledge and experience using Microsoft Office Suite (Outlook, Excel, Word, etc).
  • Experience in water utility operations and maintenance preferred.
  • Knowledge and understanding of SC public water system regulatory requirements preferred.
  • Experience with automated inventory management systems preferred.
  • Experience with GIS (Geographical Information System) mapping preferred.
  • Valid SC Driver's license
  • Forklift license preferred (or the ability to obtain one within 6 months of date of hire)
  • Must be able to do much walking on uneven terrain, able to work under extreme weather conditions and tolerate periodic work conditions that include working with others, and alone, fumes and odors, and be able to listen to a variety of frequencies of sound.

This is a full-time position, working a minimum of 40 hours per week with the possibility of scheduled and unscheduled overtime. PW offers market-competitive compensation, based on experience, that includes excellent benefits.
