Position Summary:

Under limited supervision, this position is responsible for the administrative details of plant operations: interfaces with regulatory agencies, vendors, staff and management. Responsible for chemical inventory control, regulatory compliance including EMS, staff supervision, supervising training coordination, financial tracking, and various internal audits. Supports and assists with administrative details; interfaces with regulatory agencies, vendors, department personnel, inter-department personnel, and management. This associate may be required to work with chemicals and may be required to work under emergency condition

Essential Functions:

  • Manage chemical inventory and O&M reporting monthly using D 365, spreadsheets, and other database analysis programs (AI, Power BI etc.). Analyze trends and determine forecast accuracy, alert management of discrepancies. Ensure pricing accuracy.
  • Manage Chemical Purchase Requisitions (PRs), track Purchase Orders (POs), manage invoice approvals, and monitor and report to management on departmental spending.
  • Responsible for all variances to PO (ERD only).
  • Manages uniforms and inventory purchases. (ERD only)
  • Oversee procurement card (P-Card) processes and ensure compliance with account number and procurement category accuracy.
  • Manages all solids disposal loads and enters them into WIM's for regulatory tracking and verification of invoices (ERD only)
  • Manages all Category Waste/WPP customer disposal volume and tracking, entering into WIMS and maintaining customer information. Process billing information with accounting to generate invoices. (ERD only)
  • Manages all annual PO's for chemicals and site-specific contract services. Manages and tracks all invoices for processing and is responsible for all variances. Manages uniforms and inventory purchases for admin.
  • Manage maintenance contract record keeping and coordinate with Operations Support as needed on CWS-wide contracts.
  • Responsible for managing plant reimbursements with Accounting.
  • Coordinate project cost tracking and close-out with Engineering and management using PowerPlan.
  • Assist Director in preparation of annual department budget.
  • Perform chemical usage and month end inventory reporting through WIMS and Dynamics 365.
  • Manage corporate and departmental incentive programs.
  • Prepare and ensure timely filing of regulatory reports (SPCC, NPDES, Air Permits, FAA, FCC, etc.) via program review schedule.
  • Oversee UKG timekeeping system for plant staff.
  • Supervisor administrator staff.
  • Manage onboarding and compliance paperwork for new hires and serve as liaison for HR policies.
  • Manage licensure and certification programs for Operator Journeyman and plant personnel (to include LLR and CEU tracking).
  • Manage Environmental Management System (EMS) Program, represent department on Environmental Management Steering Team and serve as internal auditor.
  • Develop, maintain, and review Standard Operating Instructions (SOIs) related to operational financial processes to include; chemical and diesel inventory, regulatory reporting, various permit renewals, and file naming and storage conventions at a minimum. Manages QMS and workflows.
  • Support and assist with incident reporting, emergency planning, NIMS (National Incident Management System) certification and compliance training.
  • Regularly review and maintain departmental SharePoint site.
  • Serve as facility evacuation coordinator and lead for site security.
  • May be required to work during emergency conditions.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System Policy and Procedures.

Physical Requirements, Activities, and Working Conditions:

  • Sedentary work exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly moves and transports objects.
  • Must be able to remain in a stationary position up to 50% of the time.
  • Visually observe and comprehend computer/terminal screens, reports and correspondence for data input and filing.
  • Constantly operates a computer and other office productivity machinery such as but not limited to a telephone, calculator, fax, copier, calculator, scanner and/or microfilm reader / printer.
  • Frequently moves about inside the office to access file cabinets, office machinery, bulletin boards, etc.
  • Must be able to communicate to exchange accurate information in writing, verbally and with a 2-way radio, to include comprehension of complex oral and written instructions.
  • Ability to receive detailed information through written and oral communications
  • Ability to operate and maintain motor vehicles

Education and/or Experience

  • Associate's degree in business administration, Accounting, Information Technology, or related discipline with three (3) years of applicable experience or a combination of education and/or experience to total six (6) years of progressive experience. High school diploma or GED required.
  • Previous experience supervising staff and managing cross-functional programs.
  • Highly proficient in Microsoft Dynamics 365, Power Plan, Share Point, EAM (CMMS), UKG (or similar HRIS/timekeeping systems), and Microsoft Office Suite.
  • Familiarity with environmental, emergency, and safety regulatory compliance (e.g., SPCC, NPDES, RMP/PSM, NIMS, OSHA).
  • Emergency management experience, NIMS certification or similar preferred.
  • Experience managing budgets, procurement, and financial reporting.
  • Strong project management and organizational skills.
  • Internal auditor certification or experience with ISO-based quality systems preferred

Licenses, Certifications, Registrations

  • Valid South Carolina Driver's License required.
  • Valid South Carolina Driver's License Class A CDL preferred.
