Construction Crew Leader

POSITION WILL BEGIN ON OR AFTER JULY 1, 2026

General Purpose

Under general supervision, responsible for supervising, directing and performing a variety of water and sewer operation, construction, maintenance, and repair duties. This position reports directly to the Construction Supervisor.

Essential Duties and Responsibilities



The following essential duties and responsibilities are required at all Pay Grade levels:



  • Supervises a work crew performing work involving tapping various sewer and water lines, installing lines and meters, hydrants, making various connections, excavating and maintaining proper elevations, boring under streets, overall maintenance and repair of existing facilities, removal of systems, testing installations, installing and inspecting backflow devices and reading meters

  • Determines the need for supplies and materials and communicates that need to the supervisor

  • Transport, operate, and maintain various equipment including trailers, excavator, backhoe, and other equipment.

  • Install and repair potable water and sewer force mains

  • Perform site restoration including sod, paved surfaces, and spoil removal

  • Install and repair water and sewer taps

  • Repair sewer wet wells and manholes

  • Install, repair, and maintain fire hydrants

  • Install and repair grinder and step units

  • inspect and repair back flow devices

  • Design and install dewatering systems utilizing proper trenching methods

  • Utilize available technology to calculate pipe lengths and depths, locate obstructions, and identify pipe and fittings.

  • Interviews and makes hiring recommendations for subordinate positions in the department in conjunction with the Construction Supervisor

  • Trains, supervises, motivates, and disciplines employees in the performance of their duties

  • Prepares performance evaluations on subordinate employees

  • Provides written recommendations that are given particular weight for all promotions, merit increases, bonuses, or terminations of subordinate employees.

  • Instructs crew members in safety, rules and regulations, and work habits

  • Ensures proper maintenance of equipment

  • Detects and reports any unusual conditions or difficulties

  • Creates, reviews and completes work orders daily

  • Ensures that all District policies and procedures are followed

  • Performs all duties in conformance to appropriate safety and security standards




The following essential duties and responsibilities are required at Pay Grade 10



  • Assist Construction Supervisor in preparation of annual budget.

  • Perform as competent person for confined space entry

  • Install, inspects and repair backflow and RP protective devices

  • Perform as €œcompetent person € on trenching and shoring operations.




The following essential duties and responsibilities are required at Pay Grade 11



  • In cooperation with the Construction Supervisor, plan the annual safety requirements for the department ensuring that all OSHA training requirements have been met.

  • Organize and facilitate the majority of monthly safety meetings for the department.




Other Duties and Responsibilities

  • May perform portions of the work of higher classified positions, occasionally, as assigned.

  • Serves on various employee or other committees, as assigned

  • Performs related duties as assigned




Required Knowledge, Skills and Abilities

  • Customer service skills

  • Skill in operation of hand tools and equipment.

  • Knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction, and repair equipment.

  • Basic mechanical ability

  • Ability to perform heavy manual tasks for extended periods of time

  • Ability to communicate effectively verbally and in writing

  • Ability to guide, direct, and motivate employees

  • Ability to organize and supervise the activity of a construction crew

  • Ability to establish and maintain effective working relationships with employees, other departments and the public;

Desired Education and Experience



Crew Leader Pay Grade 9



  • High School diploma or equivalent

  • 5 years of related work experience

  • Valid SC Class A CDL with air brakes with fifth wheel and Trailer endorsements

  • SC €œB € Water Distribution License

  • SC €œB € Waste Water Collection License

  • 24 Hour HAZMAT Certification

  • Confined Space Certification




Crew Leader Pay Grade 10



  • High School diploma or equivalent

  • 8 years of related work experience

  • Valid SC Class A CDL with air brakes with fifth wheel and Trailer endorsements

  • SC €œA € Water Distribution License

  • SC €œA € Waste Water Collection License

  • 24 Hour HAZMAT Certification

  • Confined Space Certification

  • Incident Command Certification

  • DHEC Certified Backflow Testing Certificate




Crew Leader Pay Grade 11



  • High School diploma or equivalent

  • 10 years of related work experience

  • Valid SC Class A CDL with air brakes with fifth wheel and Trailer endorsements
